To solve the puzzle faced by traditional Internet infrastructure, a new Reconfigurable Flexible Network (ReFlexNet) Infrastructure is proposed. The inter-domain Reconfigurable Embedded Carrying Network (RECN) construction issues in ReFlexNet are discussed. Distributed layered management system and resource management mechanism is proposed. Based on the manner of token passing, a distributed inter-domain RECN construction method is proposed, which can resolve large-scale inter-domain construction problem efficiently. To improve efficiency of token transfer, an improved Token-Ring establishment algorithm is proposed which is called ImprovedSA based on traditional Simulated Annealing (SA) algorithm of solving Hamilton circle problem. It can find a better circle rapidly and effectively via ameliorating the result gained by traditional algorithm.
