Interfered image quality assessment is a key issue on photoelectric interference. The assessment result should match with visual perceptual factors. First, the characteristic of interfered image and the shortage of normal image quality assessment methods are analyzed. Then, according to the knowledge about visual perceptual characteristic, the image is divided into edge region and non-edge region by quadtree. For edge region, a edge contrast function is made to evaluate the edges change. For non-edge region, the structural similarity function is introduced. And the method of dividing the assessment block is improved for fitting the characteristic of interfered image. A function which suits interfered image quality assessment is proposed. Finally, the images interfered by strong light and smoke are assessed. The results indicate that the method give the fine agreement with the visual perceptual factors.
