Providing Quality of Service (QoS) in wireless communication system is studied in this paper. First, the Round Robin (RR) scheduler and the joint KH/RR scheduler are analyzed by employing the ergodic capacity of fading channel. Then, a novel Partial Multiuser Diversity Scheduler (PMDS) is proposed. A frame is initially divided into several subframes whose size and current users are determined by the bit rate requirement of each user in the resource allocation module. Each subframe is then assigned to the user with the largest channel gain among its current users in the scheduler. Simulation results show that the proposed PMDS takes fewer channel usage and has a higher channel capacity than both the RR scheduler and joint KH/RR scheduler.
